Mr. Chairman and distinguished Members of the Committee, I am honored to appear before you
today as President Obama’s nominee to be the next Director General of the Foreign Service and
Director of Human Resources for the Department of State. I deeply appreciate the confidence
the President and Secretary Kerry have shown in nominating me for this key position.
I am pleased to have the opportunity to advance American diplomacy through strengthening the
Department of State workforce. If confirmed, I look forward to directing the recruitment, hiring,
assignment, welfare, professional development, promotion, and retirement processes of the Civil
Service, Foreign Service, Locally Employed Staff, and other colleagues who work at the
Department of State.
Mr. Chairman, for over 30 years, I have had the pleasure of working with highly motivated
Department of State employees serving both overseas and domestically. I am excited about the
prospect of helping to ensure that my colleagues are ready and able to meet the diplomatic
challenges of today and tomorrow.
Mr. Chairman, I would like to take a moment to introduce my wife, Alida, who is also a career
member of the Foreign Service. We have had the privilege of serving together with our three
children throughout Latin America and Europe, as well as in a number of positions in
Washington, DC. Growing up in Colorado, I learned from my parents the values of justice,
compassion, and service to a cause greater than myself. My family gave me a moral compass
based on love of God and country, which has guided my life. My wife and I share these values
with our children. As a family, we care deeply about promoting U.S. interests abroad and the

This is of some interest because I was so outraged at being virtually mugged online by 'my own' bank Wells Fargo,
whose connections to the NSA I only learned shortly after contacting them a few days ago. The NSA
connected Wells Fargo has actually used my call to snoop into my life and my business while refusing to send my
own money from my own 1997 created account even though they have done it as routine many times until now !
The embassy who should be willing to look into such situations when the NSA patrolled Wells Fargo website has
been trying to lie and abuse a cluient.How can the Guatemala Embassy say they can do nothing about Wells
Fargo sending a humble sum of MY emergency money to me when they have up until my joint account holders
illness done routinely and have EVERY reason particulary with the NSA spying on Wells Fargo to deny they
KNOW the money is mine and they are endangering the whole account by not allowing me to enter to pay bills
much less that my long term account holder and friend has done for me for years !?
So the major point is that the woman I spoke to at State Department at the Embassy said she could do nothing
about it because it was between my bank and myself.Well it becomes clear that the federal government is DIRECTLY
involved not just a so called public bank because the State Department and Embassy connected NSA is the very entity
spying on my account and others at Wells Fargo and in fact probably 'advising' the bank to harras me because as
is documented on the web I have written unfavorably of the State Department and Barack Obama aka Barry Soetoro
